European Court of Human Rights requested additional information concerning the argument between Togliatti City Hall and Ivan Chursin, a pensioner from Togliatti.
Mr Chursin found out, that municipal facility rates in Togliatti significantly exceeded the limit rates in Samara Region. He applied to Federal Court.
In June 2006 Togliatti Mayor’s provision on the payments for municipal services in Togliatti was declared invalid. But city authorities insisted on the advisory nature of rates in Togliatti and filed an appeal.
After the judicial decision was cancelled in September, Mr Chursin decided to dispute this decision in European Court of Human Rights and wrote to Strasbourg.
Not long ago he received a request for additional information from France.
