Ramzan Kadyrov becomes Chechen president · 2007-04-05 17:55
Ramzan Kadyrov was sworn in as president of the southern Russian republic of Chechnya Thursday, RIA Novosti informed.
Kadyrov has been the de-facto leader of the troubled Caucasus republic since 2004, when his father, then-President Akhmad Kadyrov, was killed in a terrorist bombing.
Ramzan Kadyrov, 30, has since occupied the posts of first deputy prime minister, advisor to President Vladimir Putin’s envoy to the region, premier, and acting president.
At the ceremony Kadyrov reaffirmed his loyalty to Moscow by renouncing plans to sign a power separation deal with the central government.
_We advocate further consolidation of ‘vertical power,’”_he said. We do not believe an agreement on the separation of powers between the Chechen Republic and Russian Federation needs to be signed.”
Chechens credit the improvements with Kadyrov, who has presided over the resumption of civil air flights, allocated funds for equipping remote mountainous areas with satellite equipment, and creating jobs.
A former separatist, Kadyrov, who runs a private army accused by human rights groups of kidnapping and extortion, has also vowed to end separatism.
In early March, he said he would eliminate remaining armed groups in two months.
